Tim is an experienced public law practitioner. He commenced his career as a public servant leading the legal teams of 2 government departments before joining the private sector. Tim was a partner in a major law firm in Wellington before establishing his own legal practice.
For the last 15 years Tim has advised a range of government departments, Crown entities, local authorities and private sector clients that interact with government. He has also spent time working in-house in different local authorities in the Wellington region.
Tim has particular expertise in
privacy and official information, including liaising with the Privacy Commissioner and Office of the Ombudsman;
commerce Act and industry regulation;
advising on and drafting a wide range of legal instruments including Private Acts, regulations, bylaws and rules;
advising on administrative law obligations of decision-makers including consultation, conflicts of interest, and the principles of natural justice;
advising on law reform proposals and development of regulatory frameworks;
all aspects of contracting arrangements in the public sector including procurement, probity and dispute resolution; and
acting as Independent Counsel for a number of inquiries including the Rangitakiki River Scheme Review – April 2007 Flood Event and the Independent Review of the Ngongataha Flood Event in 2018.
